PRETORIA “Criminals should avoid Hatfield” “Big Brother is watching… all the street criminals in Hatfield!” “A new state-of-the art Closed Circuit TV (CCTV) system, featuring strategically placed hi-tech outdoor surveillance cameras, is now up and running after an initial introductory period, during which all the teething problems were sorted out. And like its namesake in George Orwell’s classic novel 1984, no suspicious movement is too fast or too small to escape its wary, zoomed and focused eyes in what is arguably Pretoria’s most concentrated and busiest around-the-clock suburb… The system is the brainchild of the innovative Hatfield City Improvement District (CID) - a non-profit making, independent organization established in 2003 to fund the provision of services in addition to those a municipality ordinarily provides and to facilitate investment, end further degeneration of the suburb and to promote economic growth and sustainable development. The Hatfield City Improvement District (in partnership with the City of Tshwane Metropolitan Municipality) is funded by all the property owners in the precinct and cooperates closely with all the relevant authorities, including the South African Police Service, the Metro Police, the traffic and emergency services, the Tshwane Metro Council and the University of Pretoria. The new CCTV system, which is operated from a central 24-hourly manned Control Room, was unveiled at a special occasion organized to thank the media for their support of the many Hatfield CID projects throughout the past year, which was attended by The Vessel/Die Erdekruik. It also ties in with the Hatfield CID’s existing Security Service, which enjoys powers of arrest of suspects. A Cleaning Service is also operated in conjunction with the City Council. This all spells a zero tolerance towards crime of any kind and smoking-gun evidence against all offenders in a vibrant suburb that boasts 40 000 university students, 5 000 university staff members, 90 international embassies, huge shopping malls, a myriad of clubs and restaurants, Loftus Versfeld and an untold number of tourists and other visitors. There have already been many successes against crimes ranging from very serious ones to drug peddling, public drinking, traffic offenses, defrauding parking meters and even relatively minor wrongdoings like illegally selling cigarettes. *Interaction with the public is vital for the system’s success. Members of the public who suspect that a crime is being committed in Hatfield can telephone the 24-hour emergency number 073-540-1866 for prompt and appropriate response. According to the Hatfield CID’s Chief Operations Officer, Danie Basson, the vision is to eventually expand the service to include other surrounding areas not yet included in the CCTV system borders. THEY PROTECT US - HATFIELD CID GUARDS |
Security Officer Raymond Nkadimeng proved this title worthy through being alert and attentive on the 3rd of September 2005 in noticing a broken window at Varsity Sports - Hatfield on his way to work.
He assumed position and reported the break-in immediately to his seniors Sup. Palmer and van Deventer. Together with the help of Captain Molefe-Brooklyn SAPS, they arrested 4 criminals and reclaimed most of the stolen items.

ARE CAR GUARDS LEGAL? |
Informal parking attendants, Street car Watchers, "Lapswaaiers", as they are known - are Illegal! According to the National Road Traffic Act of 2000, any Public Road, includes Parking spaces & Pavements. REG, 322 Forbids any person to sell or trade on or alongside public road. REG, 316(4) Forbids any person to walk or linger on a Public Road EXCEPT for the purpose of crossing such road. REG, 316(5) Determines that a pedestrian may not constitute a danger to himself or any other person on a public road. REG, 319 Nobody is allowed to prevent, hinder or interrupt traffic on a public road (Sidewalk incl.) The Law of Contract means you pay for a Service, i.e. a person to watch your vehicle. If stolen, who is responsible? Definitely not your contracted "Car Guard"! Breach of Contract? The Business Act 71 of 1991 forbids any trade without a license. SELL is defined as: PREPARE, PROCESS, STORE, OFFER OR DISPLAY FOR SALE. Car Guards sell their services by watching cars in exchange for financial reward. National Legislation prohibits these actions. Therefore, Car Guards are illegal! Any person arrested will be prosecuted. However noble the cause, all who support them participate in their illegal actions. Yes, they are legal if registered BUT only on private property i.e. Shopping Centers and only when permitted by such owners.

Keeping Hatfield Clean |

Cleaning Hatfield is the joint responsibility of the City Council ~ City of Tshwane Metropolitan Council, HATFIELD CID and the people of Hatfield. The Cleaning Services commenced on 1 January 2004. There is a very dedicated team recognizable by their unique yellow CID bibs. Look out for the pavements being washed, and the parking’s being painted. Initiatives by property owners towards a better looking Hatfield are most welcome.
