Hatfield City Improvement District Overview
The Hatfield City Improvement District is a geographic area within which property owners agreed to pay for certain services supplementary to those supplied by the Local Authority and which will enhance the physical and social environment of the area. The property owners determine the type and scope of services that are required based on the needs of the area under consideration.
In Gauteng, City Improvement Districts are considered in terms of the Gauteng City Improvement District Act no. 12 of 1997, which was approved by the Gauteng Provincial Legislature on 9 December 1997. In some other provinces Improvement Districts are established in terms of local authority by-laws.
Urban management of a defined area is brought down to street level with a focus and attention to detail that is not possible from local government. Management environments offer friendly, clean and safe conditions that are a prerequisite for investment and growth. Improvement Districts lave led the provision of managed environments. They are a proven tool in the fight against urban decay. When compared to other structures with similar intentions, one eventually sees failure. Street closures are one of them: Lacking local authority support, limited community support and mainly focusing on security are just some of the shortcomings.
The Hatfield City Improvement District was established in October 2003.
Services offered by the Hatfield City Improvement District mainly focus on the following:
- Safety and Security
- Cleaning
- Maintenance
- Marketing
- Infrastructural Improvements
The existing security team outsourced to iMvula Quality Protection has proven successful resulting in a reduction in criminal activities within the CID boundaries.
Future initiatives include additional safety wardens as well as the possibility of in-house security and cleaning personnel.
To further enhance the existing security initiative it has become necessary to make use of modern technology resulting in the deployment of an integrated outdoor surveillance system in partnership with local government.
The Hatfield District Court has been a national success story and the CID is committed to further develop this initiative by contributing financially as well as with expertise from the University of Pretoria and other efforts, which has a positive impact on the community.
A marketing initiative to brand Hatfield with an own identity has become a major focus point in the business plan. An effective budget and year plan was developed to ensure a focused, program driven marketing initiative. As part of its social responsibility the CID plans to embark on various social upliftment projects.
Future developments in and around the CID boundaries led to the development of an integrated plan focusing on future projects such as 2010 World Cup Soccer, Gautrain and the effect of the increased density within the CID.
The expansion of the CID boundaries to include strategic properties, places and landmarks, is the next step towards the Hatfield CID's vision.
SERVICES
The Services offered by the CID are intended to supplement existing services already offered by the City of Tshwane Metropolitan Municipality (CTMM) in order to improve the quality of overall services within the CID area.
- The cost of providing the services is borne by all property owners within the area. Once the CID is declared, then all property owners within the area have to contribute. This avoids the situation of a small number of property owners refusing to contribute to the cost of the intervention whilst sharing in the benefits.
- Costs are borne in proportion to the value of the property. Experience has shown that the most equitable approach has been to base the calculations on ratable property values thus providing a common base.
- The City Improvement District approach is holistic. All issues that may be negatively impacting on an area are investigated and dealt with on an integrated basis. Overall management provides proper co-ordination, focusing services on where they are needed.
- Enhancement of the Environment and Strengthening Investor Confidence. Stabilization and enhancement are achieved through the supplementary services provided.
- The City Improvement District assists Business in Investment. The CID provides a results-oriented set of programs that produces immediate, tangible improvements. These programs supplement other efforts to retain, expand and attract new businesses and investment.
- A City Improvement District creates a Positive Identity for the area. A CID will provide a new and positive identity from which to launch a concerted effort to attract customers, investment and development.
- The City Improvement District offers Private Sector Management and Accountability. Annual activities and budgets will be developed and overseen by the Board, ensuring that the CID is directly accountable to those in the community who pay the levy.
Property owners benefit from fully occupied buildings. Tenants/Retailers benefit from clients/visitors who enjoy a safe and clean environment. CID services facilitate this cycle. In return tourists who regularly visit embassies as well as their personnel are shown "the window to the Capital City".
The effective management of Hatfield - especially on street level - has had a positive impact on the local economy: When one looks at the availability of office space, which is very limited, it is evident considering that the average rate per square meter has in most cases more than doubled over the past few years.
